Of course, that is absurd. All you have to do is measure the solar spectrum at the Earth's surface, or the outgoing radiation at the top of the atmosphere, to see the absorption lines of H2O, CO2, CH4, etc.

And the greenhouse effect is measured to be increasing, too:

"Increases in greenhouse forcing inferred from the outgoing longwave radiation spectra of the Earth in 1970 and 1997," J.E. Harries et al, Nature 410, 355-357 (15 March 2001).

We aren't really "all paying for the NBN". The Govt portion of the NBN cost is coming from the issue of infrastructure bonds to investors. The interest rate on the bonds is about 4-5%. But because the NBN will provide a return of about 7%, it is the users of the network that will pay for it, not all taxpayers. It is revenue from the users that repays the bonds.

While it would be great if everyone could connect to the fibre, the cost rapidly escalates the more remote the areas are. A study into the NBN by KPMG in 2010 found that the cost of the NBN would double for every 3% extra coverage for the fibre cable over the 93% target. That's why small towns where houses are a long way apart are connected to the NBN via wireless or satellite rather than fibre. It would just cost too much and make the project unviable.

For many people there are not "other ways". ADSL2+ has a distance issue, so many people in rural areas can't get it (or get very low speeds). For people more remote, that currently get satellite broadband, the maximum speed until this year was 1Mbps. The NBN now offers an interim satellite option for those people with a maximum speed of 6Mbps, and when they launch two new satellites in 2015 their speed will increase to 12Mbps. For the extra speeds, users of the NBN satellite will pay about half what they used to pay for the much slower speeds.

That is the other big reason for the NBN - to lower the high broadband prices that people outside the cities have to pay. NBN pricing is the same across the country, and is cheaper and faster than existing ADSL and satellite options.
