Needs-Based Funding isn’t the Answer — Quadrant Online

Helping disadvantaged schools meet their genuine additional costs is one thing. Moving to a more emphatic needs-based system in the expectation that this will improve performance is likely to result in disappointment. We’ve got to search for other explanatory factors. When social advantage accounts for only 53 per cent of variation in performance, as at present, we’re tackling barely half the problem.
