The Shorter Oxford Dictionary gives the following definitions of “raw”, among others:

1. Not prepared for use. 2. Natural state, unprocessed, not yet manufactured … 3. Of measurements, statistical data, etc., Not yet analysed or evaluated, unadjusted, uncorrected. [My emphasis].

So, by definition, and as often found in bureaucracies, the truth of the matter is hidden in plain sight.

By omitting to give details of how and why, and with what justification and mandate, they make these “adjustments” and “corrections”, they are being highly economical with the truth in regard to providing the public service, they are paid to provide. [Again, my emphasis].
